President Mahama appoints Dr. Awoonor-Williams, Dr. Zanetor Agyeman-Rawlings, Prof. Akoriyea to NHIA Governing Board

President John Dramani Mahama has appointed Dr. John Koku Awoonor-Williams and Dr. Zanetor Agyeman-Rawlings as members of the National Health Insurance Authority (NHIA) Governing Board.

Also on the board is the Director-General of the Ghana Health Service (GHS), Prof. Samuel Kaba Akoriyea. He represents the GHS on the board.

Dr. Awoonor-Williams, a former Upper East regional director of health and currently the technical advisor to the Minister of Health, Kwabena Mintah Akandoh, represents the Ministry of Health on the board.

Dr. Agyeman-Rawlings, Member of Parliament (MP) for Korle Klottey, joins the board as a health professional with expertise in health insurance.

Chaired by Lawrence Nii Okantey Adjetey, the board also has the following individuals as members: Dr. Alhassan Iddrisu, a representative of the Ministry of Finance; Francisca Atuluk, from the Ministry of Social Welfare; Dr. Abiba Zakariah, representing the National Insurance Commission; Dr. Bernardette Naa Hoffman, from the Social Security and National Insurance Trust (SSNIT); and Dr. Sadat Bawa, a representative of the medical and dental profession.

The NHIA was established under the National Health Insurance Act 2003, Act 650, to attain universal health insurance coverage.

The rest are:

  1. Dr. David Tetteh, a representative of the pharmacy profession;
  2.  Mohammed Adamu Ramadan, MP for Adenta and a representative of the accountancy/finance profession;
  3.  Dr. Divine Ndonbi Banyubala, a legal practitioner with experience in health insurance;
  4.  Ms. Anne Sansa Daly, a professional with experience in health insurance (her appointment was later revoked and she was replaced with Prof. Dr. (Med) Ernest Yorke);
  5.  Dr. Ken Kwaku Tweneboah Koduah, from Organised Labour;
  6.  Dr. Victor Asare Bampoe, NHIA’s Chief Executive Officer;
  7.  Pious Kwame Nkuah, MP for Sefwi Akontombra and a representive of the National Health Insurance Scheme (NHIS);
  8.  Daniella Mavis Abena Mathias, an NHIS representative.

They (excluding Dr. Daly) were sworn in on Tuesday, 27 May 2025, by the Minister of Health, in Accra.

Revocation of Daly’s appointment pertains to a dispute about her qualification as a medical doctor.
